If the power goes out, why do the phone lines still work?

Don’t the phone lines require power of some sort to work?
ok, most of you are not reading my question right, I said “phone lines” not “cordless phones”. The “old style” wired phones still work when the power goes out.
Also, a “signal” takes power to make.

Phone systems are actually run by huge banks of batterys, and the power is used to keep them charged. backup power is supplied by generators when there is a longer power outage.
