Why was my partner charged over this for mail?

I sent him cigars worth 400 dollars plus a cigar cutter and I declared both as a gift yet my lover was charged 102 pounds to pick them up. Was he ripped off? It clearly stated it was a gift for him. Im confused over this
The gift cost me 400 Australian and was sent from Australia to the UK. But 102 pounds for import??????? thats a bit over the top isnt it???

I assume since you say you “declared them as a gift” that means you sent them from a foreign country to the UK?

If so, the HM Customs will have charged him import duties. If he sends you an expensive gift, then the customs service in your country will charge you import duties when you pick them up.

The taxman – be he British, American, or anything else – doesn’t care if an import is a gift – it’s still an import.

EDIT…..
The duty on cigars is 153.07 pounds per kilogram.
